Fashion retailer Forever 21 files for bankruptcy protection in the US
Fashion retailer Forever 21 has filed for Chapter 11 bankruptcy protection in the US.
The company said it plans to "exit most international locations in Asia and Europe" but would continue to operate in Mexico and Latin America.
It expects to close up to 350 stores worldwide, a spokesperson said, including as many as 178 US stores.
Forever 21 sells inexpensive, trendy clothes and accessories, and competes against brands such as Zara and H&M.
But some analysts say the retailer, founded in 1984, has lost its way over the past five years, and fallen out of favour with young US shoppers looking for relatively cheap clothing.
The company has also, like many traditional retailers, struggled against rising competition from online rivals.
Chapter 11 protection postpones a US company's obligations to its creditors, giving it time to reorganise its debts or sell parts of the business.

OVER 100,000 CANDIDATES HAVE GAINED ADMISSION IN VARSITIES, SAYS JAMB
The Joint Admissions and Matriculation Board says over 100,000 candidates who met admission requirements have so far been offered placements into Nigerian universities for the 2019/2020 academic session.
Spokesman for JAMB, Dr Fabian Benjamin, told the News Agency of Nigeria on Sunday in Lagos that the board hoped to utilise 80 to 90 per cent of the available spaces for this year’s admission.
Benjamin stated that the board’s projection for this year’s admission was to ensure that candidates utilised more available spaces unlike in 2018 where about 40 per cent of spaces were not utilised.
“The first choice admission for public universities commenced from August 21 and would last till November 16 and for private universities, it will be from August 21 to February 15, 2020.
“The second choice admissions for public universities will be from November 17 to December 17,’’ he said.

Army arrests alleged logistics supplier to Boko Haram
The Nigerian Army in Borno has arrested a suspected Boko Haram insurgents’ logistic supplier and seized a car stacked with motorcycle used tyres.
Brig.-Gen. AK Ibrahim, the Acting General Officer Commanding (GOC) 7 Division, paraded the suspect at the Gubio Super Camp in Maiduguri.
Ibrahim disclosed that the suspect, Samuel Chukwudon, was arrested on Sept. 27, by a joint team of troops of Operation Lafiya Dole (OPLD) and personnel of the Nigeria Custom Service (NCS), while travelling along Baga-Monguno Road.
He said that the troops seized items which included a car, 136 used motorcycle tyres, 200 new tubes and a number of rubber gum.
“The arrest is based on the subsisting ban on motorcycle in the theatre of operation due to the security challenges.
“We know that the insurgents use motorcycles in their operations; nobody is allowed to ride motorcycle, the suspect is arrested with the banned items heading toward Lake Chad basin.
“Boko Haram insurgents are around the area and we felt that something was fishy. He made several attempts to bribe our men at the time of the arrest and during interrogation,“ Ibrahim said.
The officer said that the seized car and items would be destroyed and warned people in the area against trading in motorcycles and motorcycle spare parts.
The suspect, however, told newsmen that he sells used motorcycle tyres to cart pushers such as water vendors and firewood sellers in Monguno.
“I reside in Monguno since 1990; I have a shop and everybody in the town knows me, I engaged in the used tyres trade because they told us not to sell new tyres,“ the suspect said.

ATTEMPTED E-PAYMENT FRAUD FALLS BY 47.28%
The record of attempted fraud cases in the electronic payment system declined by 47.28 per cent in the second quarter of 2019.
The Director, Payment System Management Department, Central Bank of Nigeria, Mr Sam Okojere, disclosed this during the second general meeting of the Nigeria electronic fraud forum for 2019 in Lagos.
“As evidenced by the Nigeria Inter-Bank Settlement System Plc’s second quarter fraud report of 2019, attempted fraud volume decreased by 47.28 per cent from first quarter figures, while web, Automated Teller Machine and mobile remain the usual suspects to be used by fraudsters,” he said.
He noted that operators had also continued to ensure concerted and collective efforts were made to check fraud in the country, as a result of the attendant rise in electronic transactions.
The director said, “Because of the cashless policy re-introduction and following the trend of increase in usage of electronic transactions when comparing volume of transactions that occurred in 2012 against 2018, which has seen growth on the following channels;
“Four million transactions to 729million transactions on instant payments, 2.5million transactions to 285million transactions on Point of Sale and 2,200 transactions to 15million transactions on Mobile lnter-Scheme Transactions respectively.
“There is a likelihood of continued increase in electronic transactions and corresponding potential upsurge in electronic fraud.”
He said it was necessary to review and strengthen the existing roles and enact new regulations to mitigate fraud risks in the payment system.
“Taming fraud would continue to be a focus for the forum because of the impact fraud had in diminishing trust which was an essential ingredient in building an internationally- recognised and nationally -utilised payments system,” he said.
“We remain committed in ensuring that the Nigerian payment system is not only easy to use, but also reliable and trustworthy.”
As a forum, he added, it also intended to collaborate with all stakeholders in having a harmonised and intensive awareness campaign on the do’s and don‘ts of electronic payment transactions in order to ensure that users were constantly kept abreast of what was required to be done to protect them from fraudsters.
The director explained that NeFF was the culmination of an enormous collective effort over the years, with many institutions and individuals contributing towards its development and progress to ensure a safe and more secure payments system in Nigeria.
HALSEY RELEASES SONG "CLEMENTINE" TO CELEBRATE 25TH BIRTHDAY
Halsey is giving the gift of music and visuals for her 25th birthday with the release of "Clementine." She wrote the heart wrenching track with John Cunningham, who also served as producer for the song.
I'd like to tell you that my sky's not blue, it's violent rain / And in my world, the people on the street don't know my name / In my world, I'm seven feet tall / And the boys always call, and the girls do too / Because in my world, I'm constantly, constantly havin' a breakthrough / Or a breakdown, or a blackout / Would you make out with me underneath the shelter of the balcony?
The music video shows Halsey and a male dancer bringing her lyrics to life. The pair both donning white jumpsuits with a clementine embroidered on their right pockets. Instead of a usual backdrop, the new video takes place in a real aquarium, paired with ambient lighting and sea life floating all around the 25-year-old.

Bobrisky worse than Ebola virus, Runsewe slams again
Director General, National Council for Arts and Culture (NCAC), Chief Olusegun Runsewe, on Saturday again bombed Nigerian cross-dresser, Bobrisky, saying his impact on society is worse than Ebola -- the deadly virus that killed thousands in West Africa a few years ago.
Runsewe, said Bobrisky, arguably the only well known closet queen in Nigeria, poses serious hazards to Nigerian youths.
Runsewe said if Bobrisky’s activities were not promptly curtailed, the resultant effect would be worse than Ebola outbreak.
He urged the youths to stop imitating Bobrisky, by remaining responsible and good ambassadors of the nation.
”Bobrisky is a national disaster, an embarrassment to the country, engaging in cultural corruption as a cross-dresser and we have to start to curtail his activities before it gets out of hand
”We will not allow Bobrisky to destroy the future of our youths and the unborn Nigerians,” he said.
Runsewe said that when the cross-dresser’s birthday was halted in Lekki, Lagos by the police recently, it was revealed that he had been training some Nigerian youths to toe the same line with him.
He said immediately the cross dresser’s party was halted a good number of the boys he was training left him. “So that was an achievement”, he said.
According to him, Bobrisky’s activities negate the culture and tradition of the nation and he could be excused to go to other climes where such culture of being a cross-gender would be tolerated.
Runsewe urged parents to guide their wards not to emulate Bobrisky but take after responsible celebrities in the society.
